After the accidental destruction of Deep Space Nine caused by Miles O'Brien, Starbase Atlantis was constructed in it's place. Since Bajor has decided to revoke it's membership from Starfleet, instead of this new space station taking DS9's place orbiting Bajor, under the command of Admiral James Harris, Starbase Atlantis will be accompanying the USS Righteous on her 6 month mission to the Delta Quadrant. As she orbits Earth awaiting crewmembers, preparations are being made for Starfleet to establish a sort of colonization of the Delta Quadrant. Starbase Atlantis will be the main base of operations where the USS Righteous will report to when not on missions. She is the first Starbase constructed by Starfleet which can travel through space on her own power thanks to Starfleet's new Star Drive technology.
